German Nationwide eGovernment Solution Integrates Authentidate's Time Stamp Technology
Time Stamps Compliant with German & European Signature Regulations Immediately Available for German Governmental Processing

SCHENECTADY, N.Y. & DUSSELDORF, Germany
Jun 23, 2004

Authentidate International, AG, a subsidiary of Authentidate Holding Corp. (Nasdaq: ADAT), announced today that bremen online services (bos), a leading German vendor for eGovernment IT solutions, has integrated Authentidate's time stamp technology as an integrated standard feature into its eGovernment solution "Governikus". Formerly, additional software was required to use time stamps, now time stamps may be requested simply via an order form and can then be used with the legacy software.

The Governikus eGovernment solution was selected by the German federal government, serving as a nationwide governmental transaction and communication systems. Using the feature, all federal ministries and states may now easily and securely store and archive electronic data and transactions.

Financial terms were not disclosed, however Authentidate stated that revenue will be generated by set up fees for each customer and transaction fees.

The nationwide agreement between bos and the German federal government includes free of charge usage of the Governikus software by all German federal, district and optional local governmental entities and organizations. Embedded into bos's Governikus software is Authentidate's time stamp client technology, which is compliant with the German & European Signature regulations. The Authentidate time stamps include a per transaction charge, based upon usage volume.

"Governikus" represents a middleware developed as part of the German MEDIA@Komm initiative, which enables the processing of secure, confidential and legally binding transactions, in particular for public authorities. For example, a Government agency can use "Governikus" for notifications, applications and requests for proposals between citizens and authorities. In this context, it is important for many processes that the time of the process be documented in a legally binding manner. Authentidate's time stamp technology, which is in compliance with the requirements of the Signature Act, makes this possible for all applications that are based on "Governikus".

"Now, time stamps, compliant with German and European Signature regulations may be easily ordered via a simple form. Thus, signatures are turned into an ingredient for the execution of business processes just like paper and pencil. This implements in an optimal fashion the fundamental idea that is being pursued by generating electronic signatures," explained Dr. Stephan Klein, Managing Director, bremen online services.

"Through the broad distribution of Governikus, representing the de-facto standard in Germany, we may simply and rapidly provide access to time stamps also to small communities and local authorities," added Jan C. Wendenburg, Chief Executive Officer of Authentidate International AG. "Expensive implementations are avoided since the technology itself has already been preinstalled with every implementation of the Governikus software."
