10,000 and Counting: Indiana BMV reaches important milestone in delivery of electronically postmarked records
Electronic driver record certification via www.IN.gov saves time and money for state

Indiana county prosecutors and courts across the state have overwhelmingly embraced an innovative technology solution introduced earlier this year by the Bureau of Motor Vehicles (BMV). Since March, the BMV has delivered more than 10,000 digitally certified, electronically postmarked driving records via the state's official Web portal, accessIndiana. The legally valid digital records have been used by prosecutors as evidence in court proceedings.
The system allows documents that previously required a hard-copy signature or a registered receipt to be obtained through the online service - in a few seconds, rather than a few weeks.
"By any measure, this service has been a tremendous success," said BMV Commissioner Mary DePrez. "Our agency has saved time and taxpayer money, while providing better service, cost savings and convenience for those who rely on BMV information. Like online renewals of registrations and driver licenses, it's available 24/7."
The online service allows qualified users to search the BMV's mainframe database and convert specific driver records into Adobe PDF files. To certify a record's accuracy, the document is accompanied by a cover letter that is digitally signed and sealed by the agency commissioner. The United States Postal Service (USPS) Electronic Postmark system authenticates the document and electronically delivers it to the prosecutor, who can then print the driving record and take it to court.
"I can't say enough good things about the system," said David Riggins, Shelby County deputy prosecutor. Riggins pointed out that Internet-connected computers right in the courtroom allow the judge and attorneys to check information on the spot. "The better the information, and the more timely you can get it, the better decisions you can make," he added.
The USPS Electronic Postmark® solution was developed by AuthentidateTM , a subsidiary of Authentidate Holding Corp. GeoTrust provides the digital signature component as the registered Indiana certificate authority. Indiana was the first state to offer the USPS Electronic Postmark solution in conjunction with digital signature technology.
accessIndiana already has received national recognition by earning the 2004 Digital Government Award for the most innovative pilot or prototype service. The award was presented by the Massachusetts Institute of Technology in August. accessIndiana will extend the USPS service to the general public in mid-December, allowing businesses and citizens to obtain online certified driving records in the same fashion as county prosecutors.

The USPS EPM is currently available as a Microsoft Office Word 2003 downloadable software extension, which allows users to digitally sign Microsoft Office Word 2003 documents and seal them with the trusted USPS EPM. With a single click on the USPS EPM icon on the Microsoft Word toolbar, users can apply a USPS EPM to any binding document, such as a contract, letter or agreement. By applying a USPS EPM, the content of the document is locked, protecting it from tampering, altering and potential fraud. When a user opens a postmarked document, the authenticity of the USPS EPM is automatically verified, and a valid USPS EPM is displayed within the document if the content has not been altered. The transaction details are maintained in the USPS EPM repository for seven years, providing third-party evidence to support non-repudiation of content.
